KTGY Unveils OC Little Saigon Design

The city is currently reviewing plans for a new urban infill retail, hospitality and residential development in Westminster, Calif., which will evoke the spirit of pre-1970s Vietnam.

KTGY Architecture + Planning unveiled the planning and design for Bolsa Row, a new urban infill retail, hospitality and residential development in Westminster, Calif. Little Saigon is home to the largest Vietnamese community in the U.S. IP Westminster LLC, led by Joann and Bac Pham, is the project developer. The city is currently reviewing project plans. 

Located on six acres on the southeast corner of Bolsa Avenue and Brookhurst Street, the development offers easy access to Interstate 405 and Highway 22. KTGY provided the planning for the project and will serve as the executive architect for the entire project, as well as design architect for the residential component. The company also served as design advisors for a performing arts center 10 miles away in Orange, Calif.

Pre-1970s Vietnam feel

The design calls for:

  • a five-story, 150-key hotel;
  • a five-story, 201-unit community;
  • 60,000 square feet of ground-floor retail;
  • an event facility; and
  • a pedestrian retail promenade.

Located in the northeastern corner of the site, the hotel will feature a deck pool, event space, pedestrian banquet bridge connections. The property will also offer views of the Disneyland fireworks. The landscaped pedestrian bridge will include seating areas and connect the event hall to the hotel’s second-story roof garden.

The residential community in the southern portion of the site will include a mix of studios, one- and two-bedroom apartments, as well as ground-floor retail, leasing offices and a fitness center. Located in the center of the site, the so-called Festival Retail Street will connect the residential residences to the south, the banquet facility to the north and the hotel to the east. The street will host community gatherings, farmers’ markets, holiday celebrations and private parties.

“The goal of the new development is to give back to the community of Little Saigon and the City of Westminster by creating a unique live, shop, celebrate destination that evokes the spirit of pre-1970s Vietnam and honors the Vietnamese culture and traditions. The architectural style of the new development reflects French Colonial influences and the elegance of great spaces, lifestyle and the atmosphere before the war,” said Johanna Crooker, director of planning for KTGY and project leader, in prepared remarks.
