Designed to serve multiple municipal functions, the building housed the town hall, city offices, jail, library, and other essential public services. Its construction marked a significant milestone for the Elkhorn community, symbolizing civic growth and local pride. In 1930, an addition expanded the building, allowing the meeting hall and jail to occupy the southern half while the library remained in the front portion. From 1904 until 1966, all City of Elkhorn governmental functions were centralized in this building, including operations of the city offices, police department, volunteer fire department, town hall meetings, and the public library. Every aspect of municipal governance took place under this single roof during that period.NNN
