When TSMC launched its first Arizona fab in 2020, it raised a larger question for Phoenix’s industrial market<\/a>: How much demand could one semiconductor campus generate?<\/p>\n\n\n

The answer is becoming clearer today. TSMC’s total investment in Arizona is now expected to reach $265 billion<\/a>, and its Phoenix campus could eventually include 10 semiconductor fabs, two advanced packaging facilities and an R&D center. Around it, a broader development ecosystem is taking shape. <\/p>\n\n\n\n

Mack Real Estate Group and McCourt Partners have broken ground on the 2,300-acre, $7 billion mixed-use Halo Vista development next to TSMC, while Amkor Technology is developing a $7 billion advanced manufacturing campus in nearby Peoria, Ariz. <\/p>\n\n\n\n

The impact extends well beyond conventional warehouse demand. Semiconductor suppliers and advanced manufacturers require specialized facilities, substantial power and water infrastructure, skilled labor and proximity to chipmaking operations, while the industry’s growing workforce it also creating demand for housing, hospitality, retail and other supporting uses. <\/p>\n\n\n\n

Commercial Property Executive<\/em> spoke with Mack Real Estate Group CEO Richard Mack and CBRE Senior Vice President James Cohn about how semiconductor growth is reshaping the Phoenix industrial market and its infrastructure needs, as well as what could define the city’s next stage of growth.<\/p>\n\n\n\n

To what extent is TSMC’s expansion reshaping Greater Phoenix’s industrial landscape beyond its own campus?<\/strong><\/p>\n\n\n\n

Cohn:<\/strong> TSMC has made a profound impact on the entire metropolitan Phoenix industrial market. We have seen a significant increase in companies evaluating the Phoenix market due to their desire to be located near TSMC Arizona.<\/p>\n\n\n\n

We\u2019ve seen local, regional, national and international companies express sincere interest in our market since the initial announcement. The overall impact has been very beneficial for the North Phoenix and Deer Valley submarkets but has also provided an influx of activity for the entire Phoenix market beyond the immediately surrounding submarkets.<\/p>\n\n\n

Mack:<\/strong> Our direct experience with TSMC employees and suppliers is a case in point: At Mack Innovation Park Deer Valley, we sold 113 acres to TSMC suppliers to build about 1.9 million square feet of factories and service facilities, and we have directly leased another 250,000 square feet to suppliers in that same campus. As these factories are built, the employees will need housing, education, health care, leisure, recreation and places to shop.<\/p>\n\n\n\n

At MREG\u2019s Bloom apartments, also in Deer Valley, about one-third of our residents are either direct or indirect TSMC workers. At Mack Innovation Park North Scottsdale, we are strategically located for suppliers who need to service both TSMC and Intel, as this location provides good accessibility to both chip manufacturers.<\/p>\n\n\n\n

An indirect and non-quantified impact of TSMC is appearing in the hospitality market. We believe that TSMC-related travelers are taking more than 300 hotel guestrooms per night in the Phoenix market. This is one of the reasons that we prioritized the delivery of two Marriott-branded hotels within Halo Vista\u2019s first phase of development.<\/p>\n\n\n\n

Which suppliers, advanced manufacturers and other industrial users are becoming more important as Phoenix’s semiconductor ecosystem grows?<\/strong><\/p>\n\n\n

Cohn:<\/strong> There are many types of companies that will be critical for the semiconductor industry ecosystem to continue its growth in the Phoenix industrial market. The market needs a healthy combination of semiconductor-related supplier type companies, service-oriented type companies and process-oriented type companies to continue to choose the Phoenix market.<\/p>\n\n\n\n

We have already seen this phenomenon take place and we are confident that this trend will continue as the semiconductor ecosystem continues to grow at an exponential rate in the Phoenix area.<\/p>\n\n\n\n

Mack:<\/strong> Based on our leasing and land sales to suppliers, we can already point to chemical companies, electrical companies, HVAC companies, construction companies as well as general service companies. Based on early leasing conversations, we believe that venture-backed and established advanced manufacturing companies in the following sectors are likely future Halo Vista users: defense contractors, biotech, pharmaceuticals, robotics, pioneering chip designers and advanced packaging companies.<\/p>\n\n\n\n

How do the facility and location needs of semiconductor-related users differ from those of traditional warehouse, logistics and distribution tenants?<\/strong><\/p>\n\n\n\n

Cohn:<\/strong> Traditional warehouse, logistics and distribution demand is typically centered around freeway access and logistics routes, generic tenant improvements within the building and a focus on the most competitive rental rates available in the market.<\/p>\n\n\n\n

Semiconductor-related demand is different in many ways. Semiconductor companies typically require more specialized tenant improvements within their buildings. They typically require heavier infrastructure needs, including power and water. Semiconductor companies also tend to be extremely focused on accessibility to a high-quality and highly educated labor force, which can often become the main driver for their location preferences for the facility.<\/p>\n\n\n\n

Mack:<\/strong> Different users have different basic and technical requirements such as power, production areas, ceiling heights, floor loads and parking. In general, the semiconductor ecosystem values low-cost power and availability of engineering talent. The Phoenix metro area is a leader in availability of both. Distribution users are more likely focused on proximity to population centers and operating costs. Metro Phoenix leads in these aspects as well.<\/p>\n\n\n\n

Which infrastructure and labor requirements are most important to semiconductor-related users considering Phoenix?<\/strong><\/p>\n\n\n\n

Cohn:<\/strong> The typical infrastructure needs will be required at any given property for the semiconductor industry to continue its growth in the Phoenix market, including water, sewer and power. The most important component of the infrastructure needs in the manufacturing world today is most certainly power. Power is of critical importance<\/a> to manufacturing, advanced manufacturing and semiconductor-related companies.<\/p>\n\n\n\n

Labor is also extremely important and is often one of the main drivers for companies choosing to locate in the Phoenix area. The availability of high-quality labor is one of our strongest selling points against other markets in the region.<\/p>\n\n\n\n

What are you seeing in current leasing and tenant activity as the semiconductor ecosystem expands?<\/strong><\/p>\n\n\n\n

Cohn:<\/strong> The amount of TSMC- and semiconductor-related activity in the market has increased significantly in the last 18 months. The activity levels were gradually increasing for the first couple years after the TSMC announcement, but since TSMC officially opened its facility and started producing chips, the activity levels have skyrocketed. We expect this trend to continue. The outlook for the Phoenix industrial market is as bright as it\u2019s ever been and the semiconductor industry is a big part of that.<\/p>\n\n\n\n

What are the biggest constraints on the next phase of semiconductor-driven growth in Greater Phoenix?<\/strong><\/p>\n\n\n

Mack:<\/strong> Reduction in speed to build and inflation of cost. We are in a race to keep up with TSMC and their greatly accelerated pace of construction. Many folks do not appreciate that each TSMC fab is several million square feet of building area. And they are currently constructing several facilities at one time. The next five to 10 years will be unprecedented.<\/p>\n\n\n\n

Cohn:<\/strong> Availability and capacity of power can vary location by location. We have seen a significant increase in the amount of heavy power users in our market, which has created a strain on the current system and the existing infrastructure that is in place. The power providers are working very hard to continue the expansion of the power in the area, which will be very important to maintain the growth of the manufacturing and advanced manufacturing industry sectors.<\/p>\n\n\n\n

How is TSMC’s presence shaping your development strategy for Halo Vista?<\/strong><\/p>\n\n\n\n

Mack:<\/strong> TSMC\u2019s fabs run 24 hours a day, seven days per week. Overall, their campus alone could be the home to over 20,000 employees. And that campus could generate 100,000 to 200,000 indirect jobs in the region.<\/p>\n\n\n\n

So, it starts with the people and companies that build chips and extends to other advanced manufacturers, researchers, educators and service companies that we can attract to Halo Vista. What will make their lives better and easier? We want to give them everything they could possibly want, from education to housing to health care to hospitality to recreation to shopping.<\/p>\n\n\n\n

What would would it take for Greater Phoenix to evolve into a mature semiconductor hub rather than a market driven by a handful of large projects?<\/strong><\/p>\n\n\n\n

Mack:<\/strong> Defining mature is a challenge in the fast-changing environment of semiconductors, but I believe that we should be aspirational about what Greater Phoenix and the U.S. can become.<\/p>\n\n\n\n

That requires moving the supply chain for advanced technology manufacturing upstream as well as downstream. In other words, we want not just to make the chips in Greater Phoenix, but also to bring in additional value-added steps of the supply chain like new chip design and manufacturing processes. It may also mean assembling things like iPads, iPhones and data center servers in the Phoenix market, if we can do that economically via robotics.<\/p>\n\n\n\n

Cohn:<\/strong> There are a couple large projects that typically achieve the headlines in the news. But what people don\u2019t realize is that we are seeing a significant amount of small and medium-size semiconductor supplier companies flocking to Phoenix to help serve the larger ecosystem.<\/p>\n\n\n\n

The user demand activity is at the highest level that we\u2019ve ever seen as a marketplace and we are still in the very early stages of what is going to be a very long runway for the semiconductor world in the Phoenix area.<\/p>\n\n\n\n
