Office space utilization continues to grow, according to the October 2025 Placer.ai Nationwide Office Index, which found that office visits were up 4.7 percent compared to October 2024. That is ever closer to pre-pandemic office space utilization, but still 30.8 percent on average below October 2019 levels.<\/p>\n\n\n\n

That average obscures considerable variation among the markets. Miami and New York City are still leading the pack<\/a> in the post-pandemic RTO recovery, now at rates only 10.2 percent and 16.2 percent below October 2019, respectively. Dallas and Atlanta were both less than the national average, at 21.1 percent and 26.6 percent, respectively.<\/p>\n\n\n\n

The lowest office utilization rate compared with the pre-pandemic year 2019 is Chicago, at 42.9 percent below that benchmark. San Francisco had the second-lowest rate compared with 2019, at 42.1 percent below, Placer.ai found.<\/p>\n\n\n\n

But San Francisco\u2014whose downward swing in office space utilization was steeper than most places in 2021 and later\u2014also recorded the largest year-over-year rebound of any of the 11 major U.S. metro markets that Placer.ai tracked: up 11.8 percent. Miami was a close second at 11.3 percent up from 2024.<\/p>\n\n\n\n

Employers demand more RTO<\/h2>\n\n\n\n

Employers are putting the squeeze on, to bring employees back more days. This year, a number of major employers, such as Toyota, JP Morgan Chase, the Washington Post, Paramount\/Skydance, and even the federal government rolled out five-day-a-week in-office mandates, the report noted<\/a>.<\/p>\n\n\n\n

Even so, visits remain heavily concentrated midweek despite the rise in five-day office mandates. Friday is the most popular day to stay home.<\/p>\n\n\n\n

Between January and October 2025, according to Placer.ai data, only 12.4 percent of weekday visits to office space took place on Fridays, an anemic amount compared to other days. Some 24.3 percent of visits were on Tuesdays, 23.7 percent on Wednesdays, and 21.8 percent on Thursdays. Only Mondays were in the same ballpark, at 17.8 percent.<\/p>\n\n\n\n

Employees were most likely to come to the office on Friday in Miami and Dallas and least likely to do so in Boston and Chicago, but in no case did a market see its share of Friday visits above 15 percent for the week (and absolutely even split among the days would be 20 percent for each day).<\/p>\n\n\n\n

Despite New York City\u2019s strong overall return-to-office numbers reflecting ongoing office space trends<\/a>, the market trailed the national baseline in Friday attendance, the report found.<\/p>\n\n\n\n

Job openings stagnant<\/h2>\n\n\n\n

One of the driving forces of the increase in return to office is company mandates about increasing onsite requirements, but that isn’t the only factor, Placer.ai Director of Research Caroline Wu told Commercial Property Executive<\/em>.<\/p>\n\n\n\n

\u201cCoupled with the ‘Great Freeze’ that is resulting in low rates of job movement, workers are keeping their heads down and complying with office directives,\u201d Wu said. \u201cJobseekers also note that remote roles are harder to come by these days and thus opting for in-person positions.\u201d<\/p>\n\n\n\n

The job market has reached a kind of stasis. The number of job openings decreased in only three states, increased in one state, and changed little in 46 states and the District of Columbia in July, the Bureau of Labor Statistics reported<\/a> (which is still the most recent report, due to the federal shutdown).<\/p>\n\n\n\n

Likewise, the number of total job separations (quits, firing) decreased in three states, increased in three states, and changed little in 44 states and the District of Columbia in July, according to the BLS. The relative lack of openings (and thus potential for movement) has employees sticking closer to the office.<\/p>\n\n\n\n
