But expectations are being adjusted. <em>Image by VIK\/stock.adobe.com<\/em><\/figcaption><\/figure><\/div>\n\n\n<p>Historically, foreign investors have considered the U.S. a safe haven for commercial real estate investment, but foreign investment in U.S. real estate took a dive in 2024, dropping more than 49 percent year-over-year from nearly $36 billion in 2023 to $26.5 billion in 2024, according to MCSI.<\/p>\n\n\n\n<p>And while most foreign investors take a long view, increasing economic and political tensions leave this year as a question mark for experts.<\/p>\n\n\n\n<p>In 2023 and 2024, cross-border activity represented 6 percent of U.S. investment activity and contributed to the 11 percent growth in transactions in 2024. That was despite increased caution among cross-border capital sources due to rising interest rates, increased macro uncertainty, and such risks as diverging economic growth and the geopolitical landscape, said Lauro Ferroni, head of Americas Capital Markets Research at JLL.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity has-very-light-gray-to-cyan-bluish-gray-gradient-background has-background is-style-wide\"\/>\n\n\n\n<p><strong>READ ALSO:<\/strong> <a href=\"https:\/\/www.commercialsearch.com\/news\/when-economists-start-using-the-s-word\/\">When Economists Start Using the \u2018S\u2019 Word<\/a><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity has-very-light-gray-to-cyan-bluish-gray-gradient-background has-background is-style-wide\"\/>\n\n\n\n<p>Total cross-border inflows into U.S. real estate, however, have grown at an average rate of roughly 8.0 percent for more than 20 years, according to Lili Dunn, CEO of Bell Partners, a multifamily asset manager.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"400\" height=\"310\" data-attachment-id=\"1004753006\" data-permalink=\"https:\/\/www.commercialsearch.com\/news\/foreign-investment-down-but-not-out\/lauro-ferroniboxed\/\" data-orig-file=\"https:\/\/www.commercialsearch.com\/news\/wp-content\/uploads\/sites\/46\/2025\/04\/Lauro-Ferroniboxed.jpg\" data-orig-size=\"400,310\" data-comments-opened=\"0\" data-image-meta=\"{&quot;aperture&quot;:&quot;0&quot;,&quot;credit&quot;:&quot;&quot;,&quot;camera&quot;:&quot;&quot;,&quot;caption&quot;:&quot;&quot;,&quot;created_timestamp&quot;:&quot;0&quot;,&quot;copyright&quot;:&quot;&quot;,&quot;focal_length&quot;:&quot;0&quot;,&quot;iso&quot;:&quot;0&quot;,&quot;shutter_speed&quot;:&quot;0&quot;,&quot;title&quot;:&quot;&quot;,&quot;orientation&quot;:&quot;1&quot;}\" data-image-title=\"Lauro Ferroniboxed\" data-image-description=\"\" data-image-caption=\"\" data-large-file=\"https:\/\/www.commercialsearch.com\/news\/wp-content\/uploads\/sites\/46\/2025\/04\/Lauro-Ferroniboxed.jpg?w=400\" src=\"https:\/\/www.commercialsearch.com\/news\/wp-content\/uploads\/sites\/46\/2025\/04\/Lauro-Ferroniboxed.jpg?w=400\" alt=\"Lauro Ferroni, Head of Americas Capital Markets Research, JLL\" class=\"wp-image-1004753006\" srcset=\"https:\/\/www.commercialsearch.com\/news\/wp-content\/uploads\/sites\/46\/2025\/04\/Lauro-Ferroniboxed.jpg 400w, https:\/\/www.commercialsearch.com\/news\/wp-content\/uploads\/sites\/46\/2025\/04\/Lauro-Ferroniboxed.jpg?resize=300,233 300w\" sizes=\"auto, (max-width: 400px) 100vw, 400px\" \/><figcaption class=\"wp-element-caption\">Currency hedging costs have been a drag on foreign investment returns, said Lauro Ferroni, Head of Americas Capital Markets Research, JLL<\/figcaption><\/figure><\/div>\n\n\n<p>A<a href=\"https:\/\/www.savills.com\/impacts\/market-trends\/cross-border-investment-and-the-future-real-estate-market.html#:~:text=While%20the%20spillovers%20of%20deglobalisation,inflation%20in%20order%20of%20importance\"> Savills report<\/a> also attributed the recent decline in cross-border investment to the potential for deglobalization, the strong dollar, decline of the office market, cap rates and economic problems in investors\u2019 own countries.<\/p>\n\n\n\n<p>\u201cThe cost of geopolitical tension is high,\u201d stated the report, citing IMF estimates that global GDP losses from geo-economic fragmentation could reach 7 percent\u2014equivalent to the size of the combined economies of the United Kingdom and Japan. <\/p>\n\n\n\n<p>This year, <a href=\"https:\/\/www.commercialsearch.com\/news\/the-trump-effect-on-tariffs-taxes-t-bills\/\">President Trump\u2019s tariffs<\/a> and threats against allies are causing some investors to look at U.S. property investment less favorably, commented Gunnar Branson, CEO of AFIRE.<\/p>\n\n\n\n<p>Historically, foreign investors have been attracted to the U.S. property market\u2019s financial transparency and the nation\u2019s economic and legal stability. \u201cNow that is being questioned, and the political risk is being more closely watched,\u201d Branson said.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-will-canadians-ignore-the-trump-factor\">Will Canadians ignore the Trump factor?<\/h2>\n\n\n\n<p>The top three foreign investors in 2024, in order of investment volume, were Canada, Japan and the United Kingdom, according to MSCI.<\/p>\n\n\n\n<p>Arguably, foreign investment could slow down over the next few years due to a breakdown in relations with top U.S. trading partners, especially Canada, which represented more than one-third of all U.S. foreign investment last year.<\/p>\n\n\n\n<p>However, Bodner contended, Canadian investors, like other global investors, are going to continue to take the long view. Institutional investors, such as pension funds, are the largest group of foreign investors and will remain committed to the U.S. property market over the long haul.<\/p>\n\n\n\n<p>And while the share of foreign institutional capital allocated to real estate dropped to between 3 percent and 4 percent last year, from the usual 12 percent, according to Branson, these investors focus on large portfolio-type deals.<\/p>\n\n\n\n<p>A recent <a href=\"https:\/\/www.afire.org\/summit\/compellingopps\/\">AFIRE report<\/a> noted that logistics, data centers and housing all present compelling opportunities for foreign investors due to their growth potential and resilience.&nbsp;<\/p>\n\n\n\n<p>\u201cIndustrial market fundamentals remain strong, owing to accelerating tailwinds associated with e-commerce, on- and near-shoring, and a shift from \u201cjust-in-time\u201d to \u201cjust-in-case\u201d inventory levels,\u201d wrote the authors.<\/p>\n\n\n\n<p>Private real estate debt has also emerged as an attractive option.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-alternative-foreign-investment-pathways\">Alternative foreign investment pathways<\/h2>\n\n\n\n<p>Foreign investors also are investing in private real estate funds. Dunn noted that her company closed an $1.3 billion value-add apartment fund last year that includes capital commitments from foreign investors and acquired three properties over the last six months. Bell Partners also fully deployed a Core Fund last year that includes foreign capital partners.<\/p>\n\n\n\n<p>Another investment pathway for foreign investors is the EB-5 visa, which is managed by the U.S. Citizenship and Immigration Service. President Trump announced in February that he will replace the EB-5 visa with a \u201cGold Card\u201d that requires a minimum investment of $5 million. The Gold Card program described by President Trump provides permanent residency for a minimum investment, but it will not fund investment in commercial enterprises nor create jobs, Thomas said.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-s-to-like-about-the-u-s-property-market\">What\u2019s to like about the U.S. property market<\/h2>\n\n\n\n<p>Foreign investors have a strong appetite for U.S. real estate across the board because investors can count on the nation\u2019s strong rule of law, clear ownership and guidelines, said Tim Bodner, partner &amp; deals leader for PwC\u2019s Global &amp; U.S. Real Estate Practice.<\/p>\n\n\n\n<p>Scale, liquidity, transparency, and diversification benefits have also fueled demand from overseas investors, Dunn said.<\/p>\n\n\n\n<p>Foreign investors also are attracted&nbsp;to the multitude of U.S. property sectors and geographic diversification that span gateway and \u201cmomentum\u201d markets across the Sun Belt. \u201cThe ability to acquire assets at reset valuations compared to the 2021 market peak also is a driver,\u201d Dunn said.<\/p>\n\n\n\n<p>Currently, there is a big presence of foreign capital in New York City, Boston, San Francisco, Dallas, Houston and Miami, Bodner said. While tax cuts and deregulation could stimulate job and household growth, they could also re-ignite inflation and, combined with lower immigration, impact economic growth, household formations, and apartment demand.<\/p>\n\n\n\n<p>Bell Partners expects multifamily to be a favored asset class among foreign investors over the near and long term. \u201cWe believe apartments are well-positioned to withstand this period of broader economic uncertainty and volatility given relatively healthy fundamentals,\u201d Dunn said.<\/p>\n\n\n\n<p>There is no consensus on how a trade war and geopolitical tensions will impact the flow of foreign investment. \u201cIt\u2019s too early to say, but it initiated hesitancy and fear of what could happen, and what could happen is alarming,\u201d Branson said.<\/p>\n\n\n\n<p>\u201cAnd while caution is warranted, well-capitalized buyers with longer-term hold periods can secure attractive investment opportunities during the current period of inflection and uncertainty,\u201d she added.<\/p>\n\n\n\n<p>Canadian investors are sorting through the noise and are concerned, Branson suggested.
