Only cities with populations ranging from <strong>100,000 to 400,000<\/strong> were eligible. The most promising secondary job hubs fall into two categories \u2014 regional anchors in smaller metros or secondary cities within major metros. Wilmington, N.C., claims the top spot as the first of four North Carolina entries.
